I am English, but have been living in Cochabamba for over 9 years now. Cochabamba is right in the centre of both Bolivia and South America and has a wonderful climate, being called 'The City of Eternal Spring'. I teach IELTS to students who want to do a Masters or PhD in Europe, although occasionally they want to study in Australia or Canada.
Bolivia is the poorest country in South America, yet there are very few scholarships available, even for excellent students. For example, the girl who got a 7 in December 2007, unsuccessfully applied to quite a few Swedish universities, but couldn't get funding. She is now trying for Germany. And yet she is an excellent student.
I had another girl who got a 6.5 over a year ago, but also hasn't been able to get a scholarship. I just had another girl who got an overall 8 in the exam last month, (July 2008), so I'm hoping she'll be able to get something.
This year Cambridge University were offering 10 scholarships in total for 14 countries of which Bolivia was one. There were about 50 courses listed, so you can see how low the chances were of obtaining one. So if anyone knows of scholarships available for this part of the world, please let me know
